Rockingham’s established coastal streets have a lot of retaining walls that are now decades old: original limestone walls holding up front gardens, treated pine sleeper walls in back yards, and boundary walls that have been added to over the years. Many are now leaning, cracking or rotting. Retaining Walls Perth connects Rockingham homeowners with a local, insured specialist who can quote repairs, replacements and new walls.

Typical Rockingham retaining wall jobs
- Replacing rotting timber sleeper walls with concrete sleepers
- Rebuilding or re-laying limestone walls that have moved or lost blocks
- Retaining for renovations, extensions, pools and granny flats on older blocks
- Walls on infill lots where an older house has been replaced by two or more new homes
- Coastal garden terraces on sloping sandy ground
Coastal sand and salt air
One Perth landscaper lists Rockingham among the coastal Spearwood-dune suburbs: yellow-brown sand, often with limestone bedrock close to the surface. Sand is quick to dig, but hitting limestone caprock can slow post-hole drilling for sleeper walls. Close to the beach, salt air is harder on exposed steel, so ask your specialist about the galvanising or coating on sleeper wall posts, and on any fence fixings into the wall.
Replacing an old wall: what to check
- Is the old wall on your land, the neighbour’s, or across the boundary? A survey may be needed.
- Was it originally approved? Rebuilding a wall over 0.5 m generally needs a building permit even if it replaces an old one.
- What’s on top of it: a fence, a shed, a driveway? That load has to be designed for.
- Is water the reason it failed? Fix the drainage, or the new wall will go the same way.
Fence on top
The City of Rockingham specifically notes that mass limestone walls may not leave space for a fence to be set in the ground behind them, and Colorbond-type fence posts may need to be drilled into the stones. If you are rebuilding a boundary wall, plan the fence at the same time.
Permits in Rockingham: City of Rockingham
The City of Rockingham says all retaining walls greater than 500 mm high need a building permit before work starts, and that walls under 500 mm also need one if they encroach, reduce the bearing capacity of adjoining land, damage a structure or change natural site drainage. It also expects walls to be built wholly within your lot and designed around the fence that will sit on top. The R-Codes also limit fill within 1 m of a boundary to 0.5 m above natural ground unless a local development plan says otherwise, so check any estate LDP. Full detail in our WA permit guide.
What it might cost
Published Perth guides put typical installed prices as of 2026 at about $260 to $630 per lineal metre for concrete sleeper walls and about $420 to $680 per square metre of face for limestone, before drainage, engineering and permits. These are typical ranges, not quotes; see the Perth cost guide. Your Rockingham specialist will price your actual site.
Rockingham retaining wall questions
My neighbour’s old wall is leaning into my yard. What can I do?
Talk to them first. Under Building Act 2011 s89, repairs to a boundary wall that is wholly or partly on the boundary are generally shared equally unless otherwise agreed. For disputes, get legal advice.
Can I replace timber sleepers myself?
Low walls under 0.5 m may not need a permit, but anything taller or near a boundary generally does, and should be properly designed.
