Kwinana’s boundary-material rule
The City of Kwinana’s information note is explicit: retaining walls on or next to a lot boundary must be masonry type, such as brickwork, limestone or granite block, or concrete post and panel. Timber sleepers, metal sheeting and fibre-cement sheeting won’t be regarded as suitable and won’t be approved. If you have an old timber wall on a boundary, a replacement will need to be one of the accepted materials.
One wall or two?
The City also explains what happens when both neighbours have changed levels. Each owner is responsible to the extent of their own alteration, which may be worked out by comparing current levels with original levels, sometimes with a licensed land surveyor. It may be possible to build one wall retaining the full difference (wholly on one lot, not encroaching) or two separate walls, each within its own lot and separated as the engineer specifies.
Typical Kwinana jobs
- Replacing timber boundary walls with concrete post and panel or limestone
- Retaining new estate lots in Wellard, Bertram and surrounds
- Levelling for patios, pools, sheds and granny flats
- Engineer-designed walls where a driveway or building sits close to the top
Ground conditions
Soil varies across Kwinana. The City’s note says your engineer should inspect the site and understand the soil profile and classification before designing the wall.
Permits in Kwinana: City of Kwinana
The City of Kwinana’s retaining wall note says a building permit is needed for any wall 500 mm or greater, that planning approval is also required for a total level change of 500 mm or more, and that walls on or next to a boundary must be masonry (brick, limestone or granite block, or concrete post and panel). Timber sleepers won’t be approved there. The R-Codes also limit fill within 1 m of a boundary to 0.5 m above natural ground unless a local development plan says otherwise, so check any estate LDP. Full detail in our WA permit guide.
What it might cost
Published Perth guides put typical installed prices as of 2026 at about $260 to $630 per lineal metre for concrete sleeper walls and about $420 to $680 per square metre of face for limestone, before drainage, engineering and permits. These are typical ranges, not quotes; see the Perth cost guide. Your Kwinana specialist will price your actual site.
